Score comes from the twelve measurements beneath the three layers. A nation needs all of them at once — world-class models are no use on a grid that cannot power them — so one weak measurement pulls the Score down instead of being averaged away. Potential is the plain average of the three layers. The gap between the two is what being lopsided costs: nothing if a nation is evenly built, more the further its strengths and weaknesses sit apart. Where the score comes from

Each layer is the plain average of its four measurements. The Score uses those twelve measurements directly rather than the three averages, because averaging hides things: a 10 next to a 3 comes out as a forgettable 6.5, and you lose both facts. Every measurement is scored 0–10 and marked to show where the number came from.

Assessment

Australia is the West's plan B rather than a chokepoint of its own. Lynas is the largest producer of separated rare earths outside China, but that is around a tenth of world supply against China's two thirds, the separation happens in Malaysia, and Canberra has chosen to be a supplier of choice rather than to restrict anything. Around it sits AUKUS-grade trust, vast solar-and-land potential for future compute, and the familiar gaps: no fabrication, a thin frontier, and a wary public (47%).

The art of the possible

Australia's play is depth in a narrow layer, not a gate. Scale rare-earth separation and magnet production onshore before substitutes emerge — Eneabba from 2028 is the test — and stack trusted hosting on top: solar-powered, AUKUS-secured compute for allies who cannot put it anywhere else. The trade is minerals and trusted geography exchanged for frontier access and a security umbrella, negotiated while demand is high. If separation moves onto Australian soil at scale and Canberra takes offtake rights with it, the position hardens into something closer to a chokepoint. It is not one yet.
