Assessment
Canada is a research powerhouse, home to the pioneers of deep learning. Its challenge is preventing "brain drain" to the US and translating its academic lead into industrial machinepower.
The art of the possible
Canada invented much of modern deep learning; its upside is keeping what it creates. Sovereign compute investment plus retention incentives for its research diaspora would let hydro-rich Quebec and its world-class labs compound at home instead of in California.
