Strategic Autonomy — Build enough sovereign capability to negotiate from strength — inference-grade compute, open-weight depth, a hardened grid, retained talent — without racing the superpowers to the frontier.
Score comes from the twelve measurements beneath the three layers. A nation needs all of them at once — world-class models are no use on a grid that cannot power them — so one weak measurement pulls the Score down instead of being averaged away. Potential is the plain average of the three layers. The gap between the two is what being lopsided costs: nothing if a nation is evenly built, more the further its strengths and weaknesses sit apart. The three layers
Energy, grids, data centres and silicon — the physical capacity to run models at scale.
Models, alignment capability, standards influence and the talent that produces them.
The capacity to wire AI into the state and the economy while holding public consent.
Where the score comes from
Each layer is the plain average of its four measurements. The Score uses those twelve measurements directly rather than the three averages, because averaging hides things: a 10 next to a 3 comes out as a forgettable 6.5, and you lose both facts. Every measurement is scored 0–10 and marked to show where the number came from.

Dataset means the number comes straight from a published source. Assessed means we judged it ourselves, because no dataset measures that thing cleanly — 4 of the 12 here, and 116 of 312 across the Index. The CSV export flags them too.

Rapidus's 2nm pilot line in Chitose, Hokkaido has operated since April 2025, with successful gate-all-around 2nm transistor operation announced July 2025 and mass production targeted for H2 FY2027.

View source →Chokepoints — what the world cannot get anywhere else
Japan controls two of the six steps in building an AI chip, and nobody else can work around them. A step is listed only where the firms that dominate it are based in Japan and the government could actually shut it off. See the whole chain.
Tokyo Electron holds about 92% of coater and developer track systems worldwide, and all of the EUV track. Japan put exactly this tool class under licence in July 2023 — the ordinance controls equipment that coats, heats or develops resist using extreme ultraviolet radiation. The one alternative, Lam's dry resist, has a single announced customer after five years.

Bottlenecks
These hold Japan below its Potential. Its two lowest scores cost it the most: frontier model output at 4.2 (part of Weights) and workforce transition at 4.8 (part of Will).
Assessment
Japan is leveraging its legacy in robotics and high-end manufacturing to carve out a niche in "Edge Sovereignty." Its massive investment in domestic foundries (Rapidus) is a direct play for long-term material power.
The art of the possible
Rapidus reaching 2nm mass production would make Japan one of only three places on Earth fabricating leading-edge logic — transforming its position. Pair that with the software talent flowing from the UK partnership, and Japan's edge-AI and robotics dominance gets a frontier-grade foundation. Its talent-for-compute swap with India shows the method: trade what is abundant for what is binding.
