Strategic Autonomy — Build enough sovereign capability to negotiate from strength — inference-grade compute, open-weight depth, a hardened grid, retained talent — without racing the superpowers to the frontier.
Score comes from the twelve measurements beneath the three layers. A nation needs all of them at once — world-class models are no use on a grid that cannot power them — so one weak measurement pulls the Score down instead of being averaged away. Potential is the plain average of the three layers. The gap between the two is what being lopsided costs: nothing if a nation is evenly built, more the further its strengths and weaknesses sit apart. The three layers
Energy, grids, data centres and silicon — the physical capacity to run models at scale.
Models, alignment capability, standards influence and the talent that produces them.
The capacity to wire AI into the state and the economy while holding public consent.
Where the score comes from
Each layer is the plain average of its four measurements. The Score uses those twelve measurements directly rather than the three averages, because averaging hides things: a 10 next to a 3 comes out as a forgettable 6.5, and you lose both facts. Every measurement is scored 0–10 and marked to show where the number came from.

Dataset means the number comes straight from a published source. Assessed means we judged it ourselves, because no dataset measures that thing cleanly — 3 of the 12 here, and 116 of 312 across the Index. The CSV export flags them too.

JUPITER at Jülich, inaugurated September 2025 with ~24,000 NVIDIA GH200 superchips, is Europe's first exascale system and ranks #5 on the June 2026 TOP500.

Germany controls one of the six steps in building an AI chip, and nobody else can work around it. A step is listed only where the firms that dominate it are based in Germany and the government could actually shut it off. See the whole chain.
ZEISS SMT makes the mirrors and optical columns inside every ASML machine. ASML states in its own annual report that without them it would effectively cease to be able to conduct its business, and that its output is capped by ZEISS capacity. Oberkochen and Wetzlar are the only two places on earth the columns are built. There is a German chokepoint inside the Dutch one. Berlin has never used it: it declined to join the 2023 export controls, and because transfers inside the EU need no licence, it could not block shipments to ASML even if it wanted to.

Bottlenecks
These hold Germany below its Potential. Its two lowest scores cost it the most: frontier model output at 3.0 (part of Weights) and planning & permitting at 5.8 (part of Watts).
Assessment
Germany has strong industrial potential and research base but is hampered by slow state diffusion and regulatory caution. The gap between its material potential and political will is its defining challenge.
The art of the possible
Germany's problem was never capability — JUPITER is Europe's first exascale machine and its industrial base is unmatched. Its upside case is administrative: procurement reform and faster public-sector deployment would convert existing hardware and research strength into the Will its Score is missing. The trade on the table: industrial capacity that cheap intelligence multiplies — the input a racing superpower most lacks — exchanged for frontier access on favourable terms.
