Each axis is the straight average of its four measured sub-dimensions. Nothing is weighted inside an axis; every number below is a rubric-judged 0–10 assessment against published sources under twelve months old.

The most AI-optimistic public measured anywhere — 85% of Indonesians say the benefits outweigh the drawbacks — sits on one of the thinnest material bases in the Index. A 280-million-person market that wants AI, a state deploying it, and almost no sovereign compute to run it on: Indonesia is the purest test of whether will can pull watts into existence.
The art of the possible
Consent is the scarcest resource in AI politics, and Indonesia has more of it than anyone measured. The play is to price that in: auction hyperscaler capacity against the region's most willing market, require in-country compute for public workloads, and let demand build the grid the way it built the mobile-money stack.
