Diffusion Advantage — For nations that cannot build the frontier but can use it faster than anyone: import the models and win on deployment, across the state and the economy, with public consent.

Bottlenecks

These hold Kenya below its Potential. Its two lowest scores cost it the most: firm power capacity at 2.0 (part of Watts) and sovereign compute at 2.0 (part of Watts).

Watts (Material)Firm Power Capacity

Assessment

Kenya runs mobile money for most adults and leads Africa on AI safety commitments, but its grid could not carry the $1bn Microsoft–G42 campus, which stalled in May 2026.

The art of the possible

Its route is use, not hosting: M-Pesa showed Kenyans take up digital services faster than richer countries. A 10 GW generation target for 2030 would reopen hosting later.

Strategic play — Diffusion Advantage

Deploy AI through mobile services, and use the safety-network seat to shape how models are tested for Africa.

Leverage — the nearest position. No chokepoint. Its position is standing: the only Sub-Saharan member of the international network of AI safety institutes.
