Sweden
Compute Rentier — For nations whose main asset is the ground itself, meaning cheap clean power, land and stability: host other nations' compute and turn geography into rent, jobs and relevance.
How the Score, Potential and bottleneck cost are worked out: methodology.
The three layers
Energy, grids, data centres and silicon — the physical capacity to run models at scale.
Compute tracked by Epoch AI: Sweden controls 400 H100-equivalents, wherever the sites are; has 4,500 on its soil with the owner not reported. Hosted compute is shown, not scored.
Models, alignment capability, standards influence and the talent that produces them.
The capacity to wire AI into the state and the economy while holding public consent.

Assessed marks a measurement we judged rather than took from a dataset: 2 of the 12 here.
Sources
Connections are first come, first served, but stalled projects lose their place; the north builds fast.
View source →Its privacy and telecoms regulators enforce the AI Act; signed neither frontier-safety statement.
View source →A cross-check for planning and permitting, which stays assessed: it scores permits and electricity connections for ordinary firms, not grid-scale connections for data centres.
View source →Largest: Arrhenius.
View source →Talent is a log scale on the count.
View source →Feeds governance and public-sector adoption; policy capacity is listed separately.
View source →The Index scores public trust as 1 + share ÷ 10. Survey of 23,532 adults across 32 countries, March to April 2026.
View source →Feeds workforce, rescaled across 173 economies.
View source →Fossil, nuclear, hydro and other dispatchable plant; averaged with generation for firm power.
View source →Second source for talent, averaged with Stanford's count.
View source →Second source for public trust, averaged with Ipsos.
View source →Capital is shown beside the Score, not scored.

These hold Sweden below its Potential. Its two lowest scores cost it the most: frontier model output at 3.0 (part of Weights) and firm power capacity at 4.7 (part of Watts).
Assessment
Sweden has the north's advantages — hydro, nuclear, cold air and room to build — and a deep research base, but no frontier models and little compute it owns outright.
The art of the possible
Its power and land are winning large campuses. The gain comes if it keeps a share of that capacity for Swedish research and firms, as the Berzelius and Arrhenius machines show it can.
Strategic play — Compute Rentier
Rent the north on terms that reserve capacity for Swedish science and industry, before the queue in the south decides for it.
Leverage — the nearest position. No chokepoint. Its position is cheap, clean power in the north, which counts for more each time Denmark, Ireland or the Netherlands closes its grid to data centres.
